RIPOFF magazine not received but paid for it

I got a call on 3/31/05 from this company selling magazines. I purchased a subscription for a year and paid in full. She told me that it would take up to 10 weeks to start getting it. So that was fine. Well after 4 months I found my bill (I had forgotten about it) and it reminded me that I had still never started getting the magazine. So I called them and she said something must have happened and she would put it back in but it would take 10 weeks to start getting it.

Well, to cut it short I have called 4 differant times, each after them making the same excuse and each after 10 weeks and still no magazine. It has now been almost 10 months and when I called them today they told me I was denied for a refund and they would RUSH it and I would start getting it in 6 weeks. Unacceptable. These people sell stuff to people in hopes they forget (which I did) about it and take there money without giving them the magazines. I have been patent with them and they will not give me my money back. I reported them to the BBB and will dispute it with my credit card co. Anyone else run into this with this company? What happened?
