Dishonest buisness practices ripoff

On Nov 18, I hired PI Telemarketing, Mr. Ken Graves (owner) spoke to me promising a top notch telemarketing service, he mentioned he had worked with graphic design, advertising firm. Mr. Graves sent fax to get my credit card information. I faxed it back for a total charge of $822.83. $795.99 total plus a credit card surcharge of 3.5%. Paid with American Express.

The first step is for them to advice and create an script (telemarketing script), promised by Monday, November 28th, around 10:30 AM, I sent an email as I haven't heard from the company (owner Mr. Ken Graves) he replied around 1:13 PM just saying to review the script, which has a different company name the grammar and script is unprofessional, additionally with errors.

Replying with my discontent and adding some comments to the document (script itself) and instructing to review the document and accept/edit changes he replied about 7 hours later with the same document with he same errors and the question I had on the document, the only change was the company name corrected from Igentech to Perceptual Harmony. I got the document back 3 times without the correction.

I noticed Mr. Graves (President PI Telemarketing) wasn't reading my emails/script change requests and most importantly when he responded late around 5:10 PM EST sorry I was blitzed today. Logically and professionally, this is something you don't tell a new client that you are trying to earn their business. I was ignored and what he promised to be ready that day, he could not do it because Mr. Graves was blitzed.

Mr. Graves, left the comments inside the document that the telemarketing supposed to call, so if he or she really started calling would be talking non sense as there were comments inside the script that Mr. Graves didn't even see. A simple request to change the company name from Igentech, to Perceptual Harmony, I had to ask 3 times, finally he noticed.

I just can work with an individual or company I am paying for a service and I get ignored or that my account is left behind because someone is blitzed.

I sent an email (to keep track) explaining my discontent about the script and my opinion of his unprofessionalism, I got an answer but later, again.

I warned that if I don't get a satisfactory course of action, either commit to provide a good service or refund my fee I will contact all consumer agencies to know about his company, indeed emails were also ignored.

I said we were not happy with the script, I didn't get a response, finally he responded back saying that I am the one ignoring his emails and I haven't approved the script. Of course, I already said we were not happy with the script, how can he expect me to approve the script if we are not happy?

He replied saying, I can negotiate a 75% refund. I replied (through email only to keep track of what he is saying as the first phone call he said he had several web design and development clients) later on, I asked 4 times why don't we use a successful script you already used for the same service?

This question is still unanswered. Replying to the negotiation of 75% I said I didn't received any services as we were not even happy with the script and I wanted full refund, he reply that was unacceptable. I warn to report his agency to every possible consumer protection agencies available and that's what I am doing.

I send an email saying I could not continue our work. He replied he can negotiate 75% refund. I get ignored, I don't approve a 2 paragraph script that looks from a template and he gets to keep 25%?

I replied requesting full refund. Mr Graves replied stating they had rendered the services as the contract says my request is unacceptable. Once again, I get ignored; my requests are unacceptable and unfair.
