Ripoff I was told once the phone was returned I will get my deposit back

I purchase a cell phone and plan with cingular I was told I needed a 100 dollar deposit. I paid it but I changed my mind and returned the phone. I was told once the phone was returned I will get my deposit back. It's been three months no deposit yet.
