Lied about Prize money that I suppose to have won (ripoff)

I Received a Locate to Deliver Notice, informing me that I had Won a prize in the amount of $1,900, 000.00.

My I.D. No. 1043249455 and that I needed to sign the letter and return within 14 days.

The letter also stated that i need to send the office reporting fee of $19.99
