Ripoff paid for a phone sent it back sent my checking account for a refund said they have no proof I paid

I order a phone, sent it back they said they have no proof I paid for the phone to get my refund. Said for me to make a copy of my checking account where they took the payment. I sent them a copy to larry carter 2 months. This is the 2nd time he said he still hasn't recieve it. But anyway they owe 19.00 and they won't refund me. I have called him after I sent the 2 checking payment copy in and he won't even return my calls.
