Monthly Charge of About $17.00 Under Miscellaneous Section

I am being billed about $17.00 per month under the miscellaneous portion of my Verizon phone bill for something called OAN. I can't even find out what it is and I have not been able to get it removed. I never authorized this and I am tired of being ripped off!!!
