Ripoff, charge on local phone bill, never ordered this service

For 2 months I have been billed a non-basic charge on my local phone bill. The charge is for Affinity Marketing Partners. The amount is $13.62.

I have no idea what this company does or why I am being charged.
I called my local phone co. And they gave a # to call. I did so and was told they would remove this charge.

It appeared again on a second bill and I don't know how to get rid of it.
