Help, a state agency is taking money from me that I DO NOT OWE! Illinois Nationwide

I have had a child support case in Kankaee County Illinois since 2000. At the time that the support payments started I was getting paid Bi-Weekly. My child support order stated that the my payments would be made through the Illinois state disbursement unit on a bi-weekly basis for a certain amount. This was fine at the time.
About four years after that my pay frequency changed to monthly. So, my deduction frequency also changed to monthly. The amount deducted was the same amount that I was ordered to pay monthly. The only difference was the frequency of the deduction.
My support arrangement has recently been modified to be withdrawn monthly. The problem is that during the time that the ordered frequency was different than my actual pay cycle my employer was ordered to deduct more on numerous occasions. I get no opportunity to dispute it and point out their error. The child support enforcement division just sends a new withholding order to my employer.
Even though I was paying the monthly amount that I was ordered to pay by the court the child support division said I was delinquent and actually charged me interest. I guess that they have no one there that actually checks to see if the amount paid for the month equals what is ordered.
The Disbursement unit and child support division also will not credit my account or refund anything I have paid over the required amount. I also cant pay it without going through the disbursement unit. The only recourse The Disbursement unit and child support division say I have is to hire a lawyer and go to court. Why should I have to pay someone to get my money back that was taken from me because of a computer book keeping glitch. This is a government agency. This makes our government wanting to be involved in medical records and health care even scarier to me.
This just is not fair.
