I am a 14 year veteran who was recently wounded in Iraq and retired. Due to my injuries I do not work and myself and my family live off of my tiny pension. I was recently given a check as payment. The check was from National City Bank / PNC Bank. When I took the check to National City to cash it they told me since I was a non customer I would be charged a $10.00 fee. When I asked what the fee was for the teller didnt know. I asked the teller if there was any thing different done with the check during processing since I was a non customer. She told me no that all of their checks are processed the same. When I returned home I emailed National City and asked them why they charged me a $10.00 fee and asked for them to return it. The email stated that the fee was to cover processing and to cover the check if it is a fraudulent check. The check I cashed was for over $200.00 and they expected to cover it with $10.00. I then complained again until I was contacted by Kimberly Carolan who is Assistant Vice President / Customer Relations Manager Executive Resolution Center. She emailed me a letter that stated: We offer the free check cashing for National City Bank customers. We will cash checks for Non - National City customers for a $10.00 fee. The fee is in place to cover the costs of processing the transaction and to cover the level of risk of fraud involved in processing a check for a consumer who is not a National City Customer.
I responded to Kimberly Carolan, asking how $10.00 covers the cost of a over $200.00 check if it is a fraudulent check? I also stated that her teller informed me that there is no extra processing for a non-National City customer to cash a National City check. Kimberly Carolan sent a return email basically stating that she will not explain anything to me and that the bank is justified in its fees.
National City can charge all the fees they want as long as they are in compliance with the USC. National City CANNOT and should not lie about what the fees are truly for.
National City Bank collects fees from Non customers because they are taking advantage of a loop in the law. They take $10.00 from honest hardworking individuals to cover down for people who do pass bad checks. They are lying about a "Processing fee" if this was such a big deal and so costly of a process then all banks would charge it. But as you can see out of respect most banks DO NOT.
National city refuses to explain anything further and has stated that "I just want to debate" when all I am asking is where di my $10.00 really go and they are refusing to answer. I have found that filing a complaint with the BBB is effective, you may not get what you want but your complaint goes on public record where others who have businesses and future large deposits go to check a banks reputation before conducting business with them. So your complaint may actually take business away from the bank all over $10.00. I have also found that filing a complaint with your states Attorney Generals Office is effective as well, neither complaints will get you anywhere but it makes people aware of how Businesses such as National City are taking advantage of customers. Example. A 9 year old has a birthday and his grandmother banks with National City Bank. She writes him a check for $10.00 for his birthday, he goes to National City and they either refuse to cash the check or mandate a $10.00 fee because he does not have an account. If National city was so concerned about bad checks being passed in their banks then they should implement a better security and fraud system rather than piling up hard earned money from decent people to cover for bad people. Or they should have a policy refusing to honor checks from their bank from non customers. All I have asked National City for was an explanation and for my $10.00 back. They now refuse to communicate with me which only shows they are hiding behind what they know is wrong. If you are having a problem with National City please contact Kimberly Carolan at Kimberly.
