Two hundred bucks for nothing?

I tried to send a new IPad for my mother's 70's birthday and put two day delivery service through Fedex. The clerk at the local post office helped me to filled out the declaration and added the cost of iPad of $850 and the cost of delivery of $178 to come to $1038. When four days later the parcel was returned back to me I realized not only that it was late for my mother's birthday but that FedEx is a really terrible company! The representative told me that the parcel was returned because the new Russian law does not let anything over $1,000 cross its border as a non-commercial shipment. They refused to reimburse me any money and did not take any responsibility for making customers aware of this law. The woman actually told me that you should had researched the transaction before coming to the post office!!!
