Very disappointing service

I signed up for a FlexCorp transit spending account, but was apparently "not enrolled" in the service and never received my card. I signed up for the service in July, and money was not deducted from my paycheques until September. I have still not received a card, however. When I called to speak with someone, my situation was brusquely dismissed as being the fault of my company's HR department.
