Adp payroll service

I hired ADP with full hearted trust with our payroll. I left Paycheck to go with them. After a year with ADP, we started to get all sort of unpaid tax notices from states and federal. Then the penalties and interest on top of that. Keep in mind that these taxes has been taken out of our employees on a weekly basis.

For Federal - the amount outstanding is 180k and state is about 70k.

I can't get anyone to response to my call or answer my question. Not even the saleman would want to return my call. I finally faxed all the past due notices to the head quarter in California (we're in MA). I got an automate response to say they recieved my fax. A week later they send me a letter to say that they're not authorized to file the tax. Have you ever heard such a thing from a payroll service company, a big known name for that matter? So, I am supposedly hire a payroll service yet have to file my own taxes, is that how it works?

I'm going back to paycheck for sure after this quarter.
