Recieved an empty shell

I purchased a box of four Pepperoni and Bacon Pizza Pops from Wal-Mart a couple of days ago. I got one with nothing in it at all. I really don't understand how that could happen, mainly because there are only supposed to be four in the box. I'd be more than happy to send you a picture if you want.
