Empire Carpet Today uses unlicensed sub contractor's to do its work in NYC

I am wondwering why Empire Today LLC is using unlicensed sub contractors in New York City. WHy is Empire is allowed to do this. Comsumer's need to know that the men they send to there home's are not licensed. Empire is ;licensed but the installers are sub contractors and do not work for Empire. Thye own there own companies. They are not rewuired by Empire to hold a license in NYC and NYC does in fact require a sub contractor to be licensed.
