I submitted a complaint to this website on 4/27 but I wanted to give an update. I escalated my claim with PayPal to their Fraud Department and they have placed a flag on the account for Zhongkun Shi (Kelly-Mall) so they can track it for scam activity. I told them there are tons of reports from people and that they should have a record of those complaints since most people used PayPal and did contact them when they were ripped off. I told the guy they should not allow these people to have an account with them. He said they will investigate. I'm skeptical but it's another step I wanted to take. Also, I filed a fraud report to the FBI's IC3. I'm going to do as much as possible to make it difficult for these losers. I'm going to follow-up on both of those - the PayPal Fraud Dept. And the IC3 report. For those who have been scammed by these people, PLEASE make sure you contact PayPal directly to get your money back. They will refund it. Also file a report to their fraud department. Let's get these jerks locked out of doing business with PayPal. I mean, who is going to list their credit card information directly on a website? NOT ME! That's why I have the PayPal account! If these people didn't have the connection with PayPal I would never have placed the order.
