Refusal To Increase Ebt-Edge Account Balance & Stamps

For the last 2 month's my landlord has refused to give me a receipt at 400$ rent. And before this I was paying out my whole SSI check which was at 674$ a month to my old address. For the month's at July-August-September. Then I went & got a motel for the month. The food & nutrition services owe me stamps & are in need of a policy change.
