Ripoff fraud account will not respond to how the account was established virginia

I recently recieved a copy of my credit report and found out I was a victim of identity theft and Capital One were one of the many accounts on my report. On numerous occasion I tried calling their Fraud Department, I have gotten no response. All of the other accounts are being investigated but Capital One has yet responded.
