I sent this letter to Don Palmer. This should explain my problem.

Don,
On July 8 we signed a contract for you and your crew to do a ‘Scope of Work” in my condo at 3150 Holliday Springs Blvd., Margate. Fl. 33563 to be completed by August 31.
You led me to believe that you were a licensed contractor and would pulled permits for the work scheduled to be done by you and your crew. You posted an application in the front kitchen window of this unit and led me to believe it was a Insurance Plan to cover your workers and charged me $600.00 for this so called Insurance Plan. This application was never submitted to the appropriate County Clerks Office. I also found out from on line investigating that you are not a licensed contractor and do not have the authority to pull any permits.
You also led me to believe that you are licensed to do plumbing and electrical work. Per contract with your name on it as a licensed contractor you charged me $1,000 for permits to be pulled. Proof of all your deceit. You did not even notify me when you pulled out electrical wires from the walls of the kitchen and dining areas. Just left them hanging and endangering you, your workers and myself.
As per Florida Law Statue 489.127 (Prohibitions and penalties): Any unlicensed person who violates any of the law of subsection in the Florida License Act commits a felony of the first degree and is punishable by law.
I am a handicap senior citizen and there are also laws that protect senior citizens such as myself from being subjected to unlicensed contractors such as yourself who like to deceived older people.
I gave you a deposit of $4,000 on July 8. On July 26 I gave you $1,000.00 an additional payment and on August 2 I gave you another $1,000 for an additional payment per our contract.
I am demanding $6,000 paid to you on the above dates back to me other wise I will take appropriate measures against you and your company officers. I am also demanding you give me additional monies of $3,000 for damages done to my tile floor by you and your crew. If I do not receive monies owed back to me by you, your workers and company officers within two days of receiving this letter I am going to the County Clerks office with this matter.
You, your workers and company officers are in violation of Florida Statues.
