On Dec 23 18:31: 51 GMT-05:00 i have ordered 3 books from Ishtar Publishing for the value of $128.95 USD the payment was processed through PayPal Receipt No: 1346-8243-5281-1990. Now five months later, no books, no refund. I tried to contact her several times she takes too long to respond and I clearly told her the books are a gift for my sister's Birthday. Frances said the books were not ready, but her website never said that while i was ordering the books.
On Feb 11 Frances emailed me saying she will refund me. I never saw a dime. I am still waiting I also contacted PayPal, but no answer. I'd hate to think that PayPal condones this kind of behavior. Now she is ignoring me and AMEX and refusing to refund me. She doesn't want to answer to any body, She took my money and delivered no books. That can be considered theft isn't it? I have all the emails and letters to proof all this i can send you copies or forward all this at your request. I am very disappointed in this person and company. I bought many items on line from others and never had this problem. I would like my money back.
