I got the 1st notice 11/05/10 the violation date 9/28/10 for a toll of $4.50 and penalty $100. We bought the car and transfer the title on 10/18/10 so I contact the South Bay Expressway sent in the proof of registration in November said I wasn't the owner of the car then this should be dismissed. Today they send another notice said:
"This letter is being mailed in response to your request for an administrative review. We have reviewed the citation related and our records indicate that the citation is valid. Your request for dismissal did not meet California Code requirements and has been denied. If you desire to contest the notice, you will have 15 days to pay the total amount due to South Bay Expressway, and request a hearing. If the hearing officer rules in your favor, you will receive a refund in six weeks"
Are you kidding me??!! Paid and ask for refund later, what kind of business is this $4.50 toll and $100 penalty?! I didn't own the car then until 10/18/10. I don't live, work or have any business in South Bay. They didn't even send picture proofs, I will be complaint with BBB website next.
