Damaged Machinery for at least 4 months

Back in January of I headed to home depot to buy a new blind for my window. I get there and they tell me that the machine to cut the blind does not work, I go back a month later to try to purchase the blind once again and the machine in not working they tell me. I ask one of the workers why has it not been fixed and they tell me that it hasn't been working for months, i asked if another home depot would have the machine to cut the window blind i needed and they reponded that they were the only home depot with a functioning machine. How could this be... We are talking about a Home Depot. So once again i leave without a window blind, I had to have gone back about once a month after then to hear the same thing. This wednesday may 26th I decided to try to get the blind, first of all there is never any help on the aisles where are all the workers? Finally someone appears and there was a person ahead of me that ordered about 6 blinds that needed to be cut and she cut then lucky for them the machine used for there blinds worked. I asked the employee if the machine for the type of blind that i needed to cut was working she said yes so i waited and waited patiently for my turn. She gets to me uses the machine on the blind I needed and it cut the blind with a rough edge and it broke a piece of the top. At this point it was obvious the machine was still not fixed and she was not aware of it. I decided to purchase the blind because i was desperate and needed a blind for my window. Mind you it has been at least 4 months ive been trying to get a blind. I payed full price $50 something dollars, not cheap!!! I get home to hange up the blind and she cut it wtong she left a whole inche and it didn't fit my window. So i returned it. When i went back to the blind department there was a man working there and as soon as he saw my blind he said that the machine was not working for the type of blind i had. I explained to him that I had just purchased it that day and the woman wasn't aware of it not working. I did return the blind and spoke to the manager. His name was Joe in the Home Depot located in Yonkers, NY. I explained my whole situation and he was not even aware that the machine was not working. What kind of business is being run here. The inconvenience that it has caused me. I then left and headed to the Home Depot in New Rochelle, NY, and the same thing there the lady said that the machine was not working because the blade was not good. The Home Depot in New Rochelle at least had a paper across the blinds we needed stating that they were unable to cut those type of blinds. So, 2 Home Depots and Both the machines are not working. I think it is unacceptable for that. And also there needs to be something done with the type of help offered at home depot. There is never anyone in the departments and if you see anyone and ask them for help they say they dont belong i that department. So they have to get on the intercome and call for someone. Where are they at if they are not in there department. There should always be at least one person in the aisle of the department they belong to. This is unacceptable and what kind of businnes is being run here.
