My water had been shut off for non-payment for 2 years. I finally turned the water on in June 0f 2009. They bill be for sercvices from April to July. I paid the arrears in full and they keep trying to bill me the $316.37 for the service period of April may and part of june. When I complained in writing. They told me that I was billed for those months just for having a meter at the residence.
