CREATIVE ILLUMINATIONS Shorted my order, will not reply to emails or answer phone

I purchased candle fragrance from this company about 6 weeks ago. I had ordered quite a few 16oz bottles in different fragrances... I received my order about a week later, but the order was short 2 bottles. There was a note included saying they were out of two of the fragrances I had ordered and they would send them when they became available. I had already paid for these fragrances through paypal.
After about a week, I decided to contact them to find out just when they planned on sending my missing bottles. There website asks that you email them rather than call, so that's what I did. I got no reply. So I emailed again. Still, not reply. So I emailed again, still no reply. So I tried calling... I kept getting a message saying there was heavy line usage, please try again later, or it would just keep ringing. I have now tried emailing them over 8 times without one reply. I can't get through by phone... I tried going through paypal but was told because I received part of my order, there was nothing they could do about it (so much for buyer protection)... Paypal gave me the number they had for Gelluminations, which was different than the phone number listed on their website. But when I tried to use that number, I got a recording saying I had reached a number that was no longer in use...
I think it's very poor practice to just tell a customer that your out of something you ordered and will send it when it's available without asking the customer is they want to wait or if they'd prefer a refund... That's bad enough, but for them to refuse to reply to emails or answer their phone is just ridiculous.
I just want a refund from these people and I will never use their company again.
I have now emailed them a couple of times in cap letters basically yelling at them, trying to get someone to reply to my email. I addressed the letter "are you kidding me? You don't reply to customers emails?"
When I wrote to them last week I asked them to simply reply to my email and tell me when I can expect my missing products that I already paid for or refund my money asap, and if I didn't hear back from them, I would be posting my experience with them on the internet. They still haven't contacted me so I'm posting my experience, hopefully this will prevent someone else from paying for products they won't ever get from these people.
