I filled out an application they sent me a card with a credit limit of $250 saying that my balance was $179 and that i had a credit limit of $71

I filled out an application and they sent me a credit card and a statement saying that my credit limit was $250. Then they said that my balance was $179 and i had a creditlimit of $71. Now they are sending me a bill saying that i owe them $209.47 for a new balance and i have never even used the card, so what i am i supposed to do?
