Charged my credit card unauthorized. Promised me a refund i have not recieved

I ordered magazines in an attempt to get a childrens toy. I then got an $83.00 charge on my debit card. I immediatly called them and they promised me a full refund. This was 5 weeks ago. I called again and they assured me I would get a refund and that it took a while for the billing cycle, Now I have called over one hundred times and no one ever answers. It says all reps are busy. I have left about 100 messages and never got a reply
