ADP Totalpay randomly holding funds

My friend has used her ADP Totalpay card a few times since being hired on a new job. She sent in her ID and social as requested by her employer, and they sent the identification info to ADP Totalpay, so they know who their new customer is.

On payday, she checks her balance, and calls ADP Totalpay to find out where local ATM's are. They tell her that there is a hold on her account and she cannot touch her own money unless she faxes in a copy of her ID and social.

They never tried to contact her prior to holding her funds from her. She has bills and payments and require paying. She asks them why there is a hold on her money and the ADP representative says "the government has made us randomly pick ADP totalpay customers at random to send in their ID and social. 20 hours after the information is faxed to us, we will remove the hold".

This is completely bogus. All of her ID information was JUST sent in not even a MONTH ago, and they go and put a hold on her account (without notifying her of this) on payday without even telling her. She wouldn't have even known that there was a hold; like they expect every customer to call and check in on payday to see if their money is safe? Give me a break. This is ridiculous and they should not be allowed to do this.
