I reported Russell Cook to the Citizens Service Bureau for roach investation, holes in walls, bad plumbing, green lime sewer water on basement floor, porches and steps broken/cracked, porches upstairs held up by boards/beams, no railings, old plaster constantly falling from walls and cracks, pipes showing, stinch of sewer smell, connected 3654A electricity to my electrical box illegally, broke open 3 gas meters 3652-3654A illegally for daughter, girlfriend, other tenant to use gas via my gas meter being on, prior to me moving in the building gas was off at the curb. Russell promised to repair and rehab apartment.

He charged me $500.00 per month. Other tenants were paying $300.00, he rented out rooms unit 3652 for $175.00 a month to his daughter and his good friend that he introduced as his assistant.

I later found out that it was a condemned building and no residents should be residing. After I reported him, he somehow got an inspector Sharon... To lift the comdemnation without ever visiting the buidling 1/02.

He entered the apartment when we were not home (neighbors reported). Locked the basement door and barred us from using it or allowing any officials in.

Russell Cook was ordered to professionally exterminate, repair vaulty wiring, repair holes in floors, walls, doors, ceiling, cover pipes, repair sewer, porches, steps, rails. But never did.

Russell Cook was ordered to dig up basement to repair broken sewer line; but never did.instead he nailed the basement door shut that leads from my apartment. I had to call police to get my washer and dryer out. He kept my sons 10 speed bike and my 4 years old two jeeps.

The building had no gas service when we moved in September. It had been off from the curb. I had service turned on 9/21/02 then he tampered with the meters 9/22/02. Later the gas to the other units was shut off in 4/02 and he told the other tenants it was my fault for calling the officials. The other tenants called me bad verbally abusive names daily, Russell Cooks wife wrote me a threatening letter telling me they wanted me out and she would report me to the proper authorities for stealing electricity and gas in which case it was her husband.

I told her about the work not being done invited her to come look/see for herself and how he rigged Antoinette Diggins 3654A electricity to mine and illegally turning on the gas meters.

When I asked for the head inspector to come out, Russell Cook illegally had a (friend of his) sheriff remove me and my belongings to avoid the building being comdemned and inspected. The building is not safe and should be torn down. It stinks awfully bad in the winter when the heat is on and terribly bad in the summer. Cockroaches were in the basement, buggs crawling on walls, ceiling in furniture, microwave, bathtub just all over. The back porches are about to fall down, and the downstairs porches are not sturdy and filled with broken boards. I've complained to the Alderman of the ward, City Inspectors, Citizens Service Bureau, Housing Commission.
