They offered to give me a credit if i paid an amount to pay it off now they say i still have to wait for the credit and still have to pay the min balance

I was sent a letter stating that if i paid more on my balance i could earn a credit up to $239. At the time my balance was under 600 hundred so i call and asked what will it take to payoff this account in good standing. They said $359 would close this account with no more balance cause they would give me a credit of $239. Now the payment went trough and i call the only gave me credit of $359 and i still have to pay the min bal till the credit is applied.
