Solicited into contract where soliciting is prohibited

I live in a "modular community" where soliciting is prohibited and a sign posting so at the entrance yet Universal gas & electric thought they would wander in and randomly talk to people outside in their yards. Sucker them into "this is a great opportunity" contract. Never once mention the real cost of the CCF or MCF, or say anything about a termination charge. My current bill for ONE month of energy use $464.21!!! Insane!!! That is more than my mortage! That is more than my lot rent! How in the world are my utilities more expensive than my houseing costs???
