Unauthorized withdrawal Internet

I was online looking for a loan and did not get it, I was then redirected to a credit card that said i was eligible to get. I started to fill out the app but stopped when they said my savings account would be billed. I don't even have 99 dollars to give to myself so why would I want them to take it. I closed out of the window and thought nothing of it. I went to the bank on the 26th of jan and they said that on the 06th their was a withdrawal for $99.95 35 app fee. This made my account negative. They then did it again on the 13th. I dont have a number to call them to try and fix it.
