Why so late?

I received an Invoice from NTTA stating that my car had been thru a tollway on 4/20/07 northbound; 4/20/07 southbound; 4/24/07 southbound. There was a picture of the back end of a car that looked like mine without the scratch and the license tag that was captured was not even my tag number. My plates are personalized. This is 11/13/08 and this was over a year and a half ago. This information is wrong.
