Will not send merchandise and sneak in a charge on phone bill

My daughter has ordered from forever21 every year for her entire time in highschool without any problems. Then all of a sudden she receives an email on a friday that she has two days to contact customer service or they will cancell her order. Both my daughter and myself waited on hold for customer service for over two hours wothout speaking to anyone. I emailed them they sent a generic email saying that they had to add extra security to their orders. Number one if you cant contact them how can you get your order? Number two if you have to call them why have internet ordering?
Then I find a little charge for $9.99 on my phone bill from UScreditrepair via ILD Teleservices Inc. When I did some investigating with UScreditrepair I found that low and behold forever21 has been the source of the charge. They authorized a charge from a 16 year old girl to her parents phone bill.

ILD Teleservices quickly fixed this but forever21 should be investigated and be put out of business.
