Final Notification-Consumer, s Reward Program Lottery Buffalo

I received a cashiers check drawn on the Bank & Trust of Santa Barbara for $3950 to pay the luxury tax on my lump sum of $39000. They said they had contacted me before and I had until June 23 to respond.
They also asked that I not tall anyone until my prize was finalized.
The letter was signed by Laura Clawson, VP and the contact people to finalize it were Sam Willis or Cathy Days.

They did not ask for any money in the letter.
