Welch Financial Group Consumers Reward Program told me I'won a lottery for $39,000. Sent me a check for $3,950 and said I needed to pay luxury tax

I, too, was sent a letter informing me I had won a lottery and won $39,000. Enclosed was a check for $3,950 to pay for the luxury tax. When I was able to contact them was given directions to send $3500. To Tara Evans in Dallas, TX. My remainder funds would arrive by UPS. Whoops! No funds! A scam!!
