They took most of my deposit without good reason

On November 21 my husband and I decided to break our lease at the Cambrian Apartments. We found a house and were expecting to close at the end of the month. Our break lease fee was over $1500, but we had no choice but to pay it. Prior to turning in our key, I cleaned the apartment so well I could have passed a white glove inspection. I wanted to make sure we got our full deposit back in the amount of $99. What I didn't know was that I should have taken pictures of the apartment before leaving. On November 22nd, we moved out of the apartments so that we could clean up the apartment and have the key turned in the last week of November. On November 26th, I told Renee' at the front office that they were welcome to do a walkthrough and let me know what, if anything, needed to be fixed or cleaned. She said that they wouldn't be able to determine that right away and that they have 60 days to get back to me. I didn't think anything of it and told her that was fine. I just assumed we would get most or all of our deposit back because the apartment was actually cleaner than when we moved in. On November 29th my husband and I went back to the apartment complex to turn our key in. We decided to stop by the apartment first to make sure we didn't forget anything. When my husband tried his key in the door, it would not open. The locks were already changed on the door. We went to the office and asked why the locks had been changed and Renee' said that the apartment had been turned into a break room for the employees. I asked them how they could do that when we still had the key and the apartment was still ours until the end of the month, but they didn't have a good answer for me. I was already upset by this, but was glad to be finished with them. So we paid our break lease fee and the water bill in the amount of $1600.86 and provided them with our forwarding address. On January 31, we finally received the refund of our rental deposit in the mail. It was a total of $9. There was no invoice included with the check showing what our money was used for. I requested the statement and received it two months later. It said that we were charged for paint in the amount of $40. It doesn't even say what was cleaned. The manager explained that they have in house cleaning. I don't think it's fair that they kept any of our deposit especially after paying over $1500 on our break lease fee. But what really doesn't sit well with me is the fact that they said they had to paint the apartment and we were only there for 2 months. The statement was showing that the apartment was painted before we even turned the key in. And the office never told us of any repairs or cleaning until after January. Renee' stated previously that they wouldn't be able to get that information to us right away, but if the apartment had actually been painted and cleaned before we even turned our key in then they should have been able to give us our statement the same day we turned our key in. Nobody could even explain to me why the apartment needed to be painted or cleaned. I filed a complaint with the BBB, but found out today that it was closed. I want everyone to know what happened so this doesn't happen to anyone else. Don't rent from this place. I've never seen an apartment complex do business the way they do.
