I have been disabled since 1997. On the evening of April 16 my friend had come to visit me and we went to a rather late dinner. Upon our return to my apartment, she decided to sleep over because I live in Winnetka near Canoga Park, and she was afraid to drive all the way to El Segundo at such a late hour. Since when I first moved here on many occasions I have parked my vehicle on Saticoy Street in the same place!

I decided to let her park her vehicle in my parking space. We then drove my vehicle out to my usual space and parked. Just before we exited the car I heard her cry out and she had fallen and gashed her knee on one of the many potholes on this street. She did not need 911 so we just went to my apartment and I gave her some bandages.

The next morning I found a $70.00 ticket on my car? I looked at the sign above as I had done so many times in ther past and it said NO PARKING with ared arrow pointing WEST. My car was directly in front of the pole where this sign was placed and directly behind my car was the same truck that was there the night before! I requested a hearing in a timely manner and inclueded copies of my Disabled parking placque, Award letter from disability which the ticket had written on the bottom for me to submit ifd it is a hardship to pay the $70.00 they were suppose to grant me a hearing and because i did not submit payment they took their sweet time and now claim it is too late and want $174.00! I rather go to jail than pay this Blackmail
