Stoled security deposit interest, rented my parking space to another tenant while I was hospitalizezed and billed us both ripoff

The building manager rented my parking space to another tenant while I was in the hospital and charged both of us for the same spot. When I got out of the hospital the manager refused to refund my payments though he had sent someone else to use my spot. I was left without aparking place while on crutches.
