Why wouldn't his employer (he is a concrete pumper) make sure they were paying the court ordered child support if it was going to affect their own truck drivers drivers' license?

Currently he is 2 weeks behind on support and he has yet to comply with the order to send me health insurance information and his daughter just had emergency surgery which will cost 1000's of dollars. Don't get me wrong we have health insurance but the unreimbursed medical expenses will be astounding.
I have been patient for many many years and can not afford to be patient anymore. I have called numerous attorneys in Las Vegas and always there is a $50 - $150 consultation fee.
