My ex-wife is nearly $6000 behind on her child support to her 3 children, and she takes extreme measures to avoid paying to support her children.

She has quit jobs, moved from state to state, and filed several frivilous motions with the court to harass and intimidate me for requesting that a child support order be established and enforced. She has refused to make the required notifications to the Child Support enforcement agency regarding income and employment in order to hide her income and avoid wage withholding.

For the first couple of years after our divorce, there was no court ordered child support, but to her credit, my ex did occasionally send money to help with the childrens support, though it did not amount to much, maybe $1500 over two years. T

Hen the state of Ohio ordered her to pay $171 per month for support, this amount was well below the guidelines, but I agreed to it out of fear that Mrs. Sica would take it out on the children.

This continued for approximately 2 years, with most payments made on time. Then in late I learned that Mrs. Sica was probably employed, and I requested that CSEA do a review on the case. They determined that Mrs. Sica's monthly obligation should be approximatly $650 per month, which she contested, (falsely claiming to provide support in the form of school fees and clothes) and the amount was reduced for travel expenses relating to visitation, to $546 plus $75 a month for arrearages.

Through legal stunts, the order was delayed for several months to avoid having a withholding order sent to her employer until after she quit her job to move to another state. A move and employment change that I believe was known well in advance.

Starting at the time the child support review was done, Mrs. Sica started calling the children daily, several times a day, after going for nearly 4 years with calls only semi-monthly (coincidentally on or near the date the monthly child support check was mailed out, and the months no payment was made, no call came.) The children who were quit used to almost no contact from their mother, were suddenly being "love-bombed" almost continuously by a relative stranger. This caused quite a bit of emotional distress in the children, and resulted in problems at home and school.

Mrs. Sica also at this time filed a motion with the court alleging various contempt charges relating to the children, and a motion for a change in custody. This motion was not followed up on, and was eventually dismissed for lack of prosecution. There were also various motions relating to visitation schedules that were frivolous due to the fact that there had never been a disagreement or conflict, I had agreed to every schedule Mrs. Sica proposed, and basically let her walk all over me when it came to her visitation times.

These motions were apparently filed solely to punish and harass me, and to prevent me from having the means to follow through on collecting child support from her on behalf of my children.

Mrs. Sica at some point started new employment in the state she currently resides in, this was determined through a national database of new hires, not through any voluntary notification on her part. Ohio CSEA eventually got the state of Nevada to enforce the order after several months, and they sent a withholding order to her employer, at which time she apparently quit, or caused herself to get fired in order to avoid having the child support collected through wage-withholding.

She was found in contempt of court for non-payment of support, yet continues to avoid payment. It was at the time of this contempt hearing that Mrs. Sica and her attorney had my attorney inform me that she had given her attorney another $5000 retainer. $5000 to an attorney to avoid less than $4000 (at the time) to support her children.

Shortly after this, Ms. Sica and her husband bought a $400,000 home, and she then filed a new motion with the court to have her child support obligation reduced due to her "unemployment."

She has had the means to accompany the children on vacation to Disneyland, and continuously has the means to give them expensive gifts such as video games, televisions, motorcycles, ATV's, scooters, etc. Though I guess technically these are not gifts, but loans, since she requires them to leave everything she gives them with her, I suppose as a carrot to coax them to visit her at christmas and summer vacation.
