Ripoff DMV Incompentence

I paid my vehicle registration in October. DMV sent me my registration and stickers. Then in late January I received a collections notice. I went online to make an appointment with DMV but of course the closest appointment was 3 weeks away.By the time I got in to DMV the Franchise Tax Board Vehicle Registration Unit had already taken my State Tax refund and I guess also sent an earnings withholding to my Employer that I just found out about today. When I talked to DMV they had no idea why I was being billed since my account was current. When I call the Franchise Tax Board Vehicle Registration Unit they tell me that my tax money is at DMV. DMV says they don't have it yet but when they get it on their account which may take 3 weeks they will credit me which will take another 2-3 weeks for the check to go thru. Then I talked to the Franchise Tax Board Vehicle Registration Unit and as it turns out they sent my payment (tax refund money) over on March 7th!!! Also they said that they received my file of delinquency in November which is AFTER I paid DMV!!! DMV sent me to collections after my account was paid!!! This is some serious incompetence going on and of course the DMV website does not have any contact information to make a complaint such as mine.

OK, to sum up; my employer now thinks I don't pay my bills and I have to the extent of getting my earnings withheld before I pay bills. I won't get my tax refund that I did online to be put in my account ASAP for another month or so according to DMV!!
