Delinquent renewal

I paid over a thousand for a new title and registration on 6/21 for a used vehicle I purchased from a friend. On 11/17 I received a letter of delinquent renewal from the DMV stating that I should have renewed my registration on this vehicle on or before 9/24. My complaint is that I received the first notice on 11/17 which is already 2 months past the due date. Now I am being penalized because their notice is sent 2 months late. How is that fair? It seems that the DMV has found a way to create revenue for the state, at the expense of California vehicle owners.
