Ladwp. Worst Customer Service I've Ever Had

LADWP misread my electric meter initially about a month ago and billed me $1766. They re-read the meter, and acknowledged their mistake but instead of fixing it and adjusting my bill, they charged my debit card (checking account) the $1766 anyway (I owed about $40). After three hours on the phone with them and with my bank Citibank on Saturday, it was corrected and I immediately un-enrolled in auto pay on LADWP (so that they couldn't erroneously debit my account again).

Now, four days later, they have charged me $1766 again. They will not acknowledge that I un-enrolled in autopay even though I have a confirmation email of that on Saturday. Today, after four hours on the phone and a personal trip to a LADWP office, it is still not resolved. They said that the bank has to file a claim, which they are doing, but it's going to take several weeks to complete.

In the meantime, my checking account is negative $700 balance. To say I am livid is a COMPLETE understatement. I have never had such appalling customer service. I work in customer service and this is just terrible. I've never been so appalled and I am told by LADWP that they cannot do anything. The only nice person has been Terri Dubinsky, a supervisor, at LADWP, but even she says there's nothing that can be done. That it has to come from my bank.
