Comast failure to honor credit/rebate

This involves Comcast, the cable company. I am the Office manger for our non-profit organization with offices in San Francisco, Oakland, San Jose. We contracted for Comcast business service in our San Jose office. The building management charges us (the tenant) for installing a cable to our office suite. Approx $700.
In order to get our business Comcast promised a rebate in the form of a credit on our monthly bill of $299 to defray the cabling cost. (I have that in writing from a Comcast sales representative) We signed up for Comcast service, they install it and start billing us monthly. 6 months later and many phone calls, NO REBATE, NO CREDIT. I have spoken to various people at Comcast who told me this is a problem they have often in that their "finance department" does not honor the promise of a rebate. The dollar amount is one thing but this is really an issue of principle. If it is happening to our organization, it must be happening to others. It is dishonest and probably illegal. This should be investigated.
