Allegiant Air cancelled flight and no full refund! - Allegiant Travel Company/Allegiant Ai

My husband and I had tickets to leave Youngstown, OH for a holiday trip in Tampa, FL. After waiting over 5 hours past the departure time for a plane, we were told the crew in Tampa was tired and the flight had been cancelled. They said there were no flights the next two days, We had to rush and find an alternative flight at an airport several hours away and additonal cost. At the airport we were promised a refund and a $50 credit voucher. I checked when we returned and there was no refund and no voucher. I was unable to reach Allegiant by phone or email so I sent a certified letter requesting the voucher and a full refund per their Contract of Carriage. I received a response and the promised voucher and a partial refund with no explanation as to the reason for the lesser amount. I emailed Customer Service last week, but have not received any response. I can undertand the Trip Flex ($46) not being eligible for refund, but what about the balance of $40.00 still due to us?
