Social security deposit stolen

On Dec 26 my ss was deposited in my direct express acct.in 22 minutes time my account was empied with all transactions in India. I reported this to DE on the 26th and they canceled my card I was to be sent a new card that I never recieved so the replacement card was canceled and a second replacement card was issued and sent UPS on Jan 2nd and I was charged $13.50 for the two day UPs shipment I called DE on Jan 4th when my card was not recieved they put the blame on UPS saying I'll get it Mon even thou I paid for two day delivery.

I filed a dispute for my money and was told I'd get a form to fill out sign and return I never got this form. When I call Direct Express it takes 25 minutes for a CSR to even get on the phone everyone you talk to gives you another story. Today 1/4 I spoke to a CSR then his supervisor then a manager and got a complete run around the manager transfered me to the dispute dept and I was dis connected.

I called Cornica Bank and they say they only issue the cards and can do nothing, but they admit their are many complaints about Direct Express. I called SS and they say call Direct Express. I'm out of my Dec social security with no way of knowing if or when I'll get it back. Master card zero tolarence says call Direct Express as does FDIC I fell like on a merry go round
