Item returns, didn't get refund. Would not reply message and phone calls

I purchased two items from their online site on July 31,2012. I received the items 5 days after, however, they sent me wrong item in one of my order, so i contact them immediately to report as most online business would ask their costumer to do, but whoever own this business, they are HARD TO CONTACT with, they would not reply any of my calls or emails. I'm so mad that I can't contact this people, I don't even know their names. I have email them and called them many times, i just can't believe that they still would not reply me at all. So I was suggested that my last option was to return the item back to them and get a refund. So I carefully follow their return policy instruction except I didn't get the insurance for the item that I'm going to return, but i did get the shipping tracking to make sure that they receive the item properly. A week after returning the item to them, according to my UPS tracking number that it was delivered on August 22,2012, guest what, they keep my item without giving me a refund, I have email them again and call them so many times again, but they just completely ignore me. Not only they got the item back, that is still brand new and can resell it, they also steal my money. Although the item is only worth $20, but I don't deserve to be treated this way. I strongly do not recommend their online business site to anyone, there is a good site to buy similar items which is www.phoenixorion.com, and they treated their customers with respect.
