They backed from their commitments - Time warner cable internet

Hi,
I had applied for a new TWC internet connection in San Diego
I was commited by TWC representatitves
1.2.50/mo charge of modem would be waived off
2. The speed of the connection is 6MBPS for 19.99/mo
Now they are backing from this commitment
It feels like a total rip-off
