Unexplained 36.30 Visa charge marked with euro amount, no way to contact

I have a charge of 36.30 that I did not make show up on my Visa. It says "29.99 Euro. Cur Unt" underneath the charge. I did not make any overseas purchases. I have filed a complaint with my charge card service.
