Trouble shooting charge - High Speed Internet

I am being charged $40 for a comcast tech to come to my house and address a COMCAST issue - I had been paying for high speed internet for 6 months and not getting it. The tech was able to identify the problem and correct it via the comcast office.

Why should I be charged for a comcast problem?
