Charged me $19.99 through Paypal for a California birth certificate on March 26 that i never recieved

On March 26 i requested a birth certificate from California through jts and associates through Paypal paid them $19.99. As of today, May 28th i have not recieved my birth certificate or the money back. Receipt ID through Paypal is *-*-*-8286. Thank You!
